Why does Luxembourg build only about half the housing it needs?

Luxembourg is facing a chronic housing shortage: around 6,000 new homes are needed each year, yet barely 4,000 are built. Bureaucratic delays, local resistance, labour shortages, and high land prices are the four main obstacles holding back construction.
